1. Does this come with a battery pack?
   No. This listing is for the 1M Wire Only. You must purchase an EL Inverter (Driver) separately to make it glow.
2. What does it look like when turned off?
   When unlit, the outer jacket looks like a solid, bright orange plastic wire. It only takes on that fiery, glowing neon look when powered on.
